Has anybody read the book 'Beyond Functional Harmony' by Wayne Naus? I've been wanting to buy it. He's still talking about harmonising a melody with chords of the kind we're familiar with - at least in jazz.

And he's talking about 'tension' and 'resolution', which still have functional connotations. The only divergence is he's encouraging the use non-diatonic chords, and non-functional changes (some of the time anyway). Ordinary functional harmony is not always diatonic, but it does assign meaning (a role in a sequence) to any chord it uses.

In true non-functional harmony, the only role for a chord is to (a) harmonise the melody at that point, and (b) sound nice in its own right (consonant or dissonant according to taste, not to its function in a sequence). You can hear non-functional harmony in modal jazz going back to Miles Davis's album 'Kind of Blue' (1959), and even his earlier track 'Milestones'.

I'd say Naus's book looks very interesting, but you need to make sure you are really aware of how chords work functionally, so that you can avoid that sound or role when doing the exercise.
